Home-schooled boys “fell through cracks”; paper blames homeschooling

Four malnourished boys who were being home-schooled escaped the notice of the educational system because no mechanism is in place to ensure these children are monitored, officials said.

The state does not maintain a registry of home-schooled children, nor does it require them to take standardized tests, said Jon Zlock, Department of Education spokesman.

Furthermore, DOE home-schooling guidelines state, ‘The local board of education is not required or authorized to monitor the outcomes of a child.’

A local district, however, may request documentation of home-schooling when there is evidence a child is not getting an equivalent education at home.

But because parents are not required to notify a district of their intent to home school, it is not usually possible to determine children are not getting an education, said Collingswood Superintendent James Bathurst. Read more…
