Abuse case tests home-school rules

A disturbing case of alleged child abuse in Necedah has focused a spotlight on Wisconsin’s home-education rules, which critics say are too lax. But supporters of home schooling said the program serves children well without state intervention.

Public school superintendents in Baraboo and Portage said Wisconsin’s regulations for home schooling are virtually nonexistent, in stark contrast to other states that require teacher licensing and testing. In Wisconsin, all a parent must do to remove a child from the public system is fill out a one-page form and send it to the state Department of Public Instruction.
