Texas Homeschool rise due to drop-outs?

Texas officials are actually suspecting schools of trying to hide drop-outs by claiming they are homeschooling. Or, has homeschooling increased 24% in one year?

The Texas Education Agency has begun an investigation into the large number of high school students who have withdrawn from public school to begin home schooling in the past couple of years.
